During the quest Don't Make a Beggar of Me, Melissa, a Great Khan, asks the player to deliver this package to her. This item can be given to Mellisa to convince her to tell Papa Khan to break the alliance with Caesar's Legion during the quest Oh My Papa.

The drug chemicals can be acquired by talking to Tyrone in an NCR tent located in the town of Primm.
