Dr Henry was a runaway Enclave scientist operating a clinic in Shady Sands in mid-23rd century. His field of expertise was cyber-genetics and he attempted to translate his knowledge into an experimental treatment for mutations while in NCR. However, when the serum was tested on a supermutant, it caused the subject to die a horrible death, but succesfully treating the mutation.
When deserting the Enclave, he took a cybernetic canine with him and this particular creature is the reward for field testing the serum.
