In spite of the fact that he is one of the shortest lived characters in the entire game, he practically reveals all the background storyline questions regarding the [[Enclave]], their reason behind digging up [[Mariposa Military Base]], and their connection with the [[vault]]s, as well as the reasons for the kidnapping of the [[Chosen One]]'s fellow tribesmen. The president seems to be somewhat gullible in both his willingness to reveal so much and that in one dialogue option, can claim to be the 'Emperor of the Planet Quetzl' and Richardson pretends to believe in the claim, although he is merely stalling for time until security arrives. President Dick Richardson is an Enclave executive that presides on the Enclave Oil Rig in 2242.

Background

When encountered by the Chosen One in 2242, Dick Richardson is described as the President of the United States and as a much older man whose vitality has given way to absent-mindedness with an appearance comparable to his tired and frayed suit.[1]
