Dermal Impact Armor is a Fallout 2 perk.

[edit] Requirements
This is a special Perk, which means that you can't just pick it when you level up. You can get this from doctors in Vault City, Redding or San Francisco once you learn about implants in Vault City. The implant will also require you to part with a suit of normal Combat Armor; Combat Armor Mark II or Brotherhood Armor cannot be used for this purpose.

This implant adds 5% to your Damage Resistance against normal and explosion damage.

You can implant yourself with Dermal Impact Assault Enhancement only if you have this implant.
It is also fairly obvious that the picture for the perk is based off of Arnold Schwarzenegger from Terminator 2: Judgment Day.
