Deliver Moore's briefcase to Mr. Bishop in New Reno is a quest in Fallout 2 obtainable by Thomas Moore in Vault City.
Walkthrough
You will find Moore in the first part of the city advocating his radical liberal ideals. Upon interaction, Moore will ask you questions on your standing. For you to obtain this quest, you must agree with everything he says. After which he will present a proposal at no cost.
Moore will ask you to deliver a package to the head of the Bishop family, John Bishop in New Reno. He cautions you not to open this package at any cost.
You must travel to the Shark Club's second floor in the town of New Reno. Inform Bishop's guards that you have an appointment with him and proceed to his apartments.
Unless you have asked for payment or at any time opened the suitcase or are not affiliated with any other New Reno family, John Bishop will offer you the quest Assassinate Westin in NCR without making it look like a murder.
