Detailed walkthrough
You will find Moore in the first part of the city advocating his ideals. To start the quest you need to be a citizen and ask him "What do you know about NCR?", then agree with everything he says.
Moore will ask you to deliver a package to the head of the Bishop family, John Bishop in New Reno. He cautions you not to open this package at any cost.
You must travel to the Shark Club's second floor in the town of New Reno. Inform Bishop's bodyguards that you have an appointment with him and proceed to his apartments.
Unless you have asked for payment or at any time opened the suitcase or are not affiliated with any other New Reno family, John Bishop will offer you the quest Assassinate Westin in NCR without making it look like a murder.
