Deliver Moore's briefcase to Mr. Bishop in New Reno is a quest in Fallout 2 obtainable by Thomas Moore in Vault City.

Background[]

Thomas Moore is a Citizen of Vault City, who passed the citizenship test and preaches abolitionism in the streets of the City. If the Chosen One gains his trust, Moore will offer them a way to get involved in his cause more directly.

Go to Vault City Downtown
Speak to Moore
Agree with him and take his job. 
Go to Second Street and go inside the Shark Club
Tell Bishop's bodyguards you are here with the briefcase. 
Speak with Mr. Bishop and give him the briefcase. 
Reward: 500 XP, $250 or nothing (if asking Moore for a reward)

Detailed walkthrough[]

Moore is found in the inner city, near the entrance to Vault 8, preaching in the streets. If the player interacts with him, they will be able to ask him "What do you know about NCR?", then agree with what he says. Non-commital or sarcastic responses will anger him, but he can be made agreeable again by apologizing. If the player character is a Slaver, Moore will not accept an apology or give the quest, unless they have Charisma 9 or Speech 96%, convincing him that they now believe in abolitionism

Eventually, Moore will offer a simple job: Delivering his briefcase to John Bishop in New Reno, at the Shark Club. The player can ask for payment or threaten to turn Moore in, which will have repercussions down the road.

The quest can be completed by journeying to the casino and heading upstairs. Bishop's bodyguards will let the player character pass if the player mentions having a delivery for him. Bishop will take the briefcase and the outcome will depend on how the player dealt with Moore:

  • If they accepted the briefcase without any conditions, Bishop will accept the briefcase, pay the player character $250 and offer the next quest: Assassinate Westin in NCR without making it look like a murder.
  • If the player chose to demand payment or threaten Moore, Bishop will find a letter in the briefcase instructing him to kill the person making the delivery. As a result, he and his bodyguards will immediately turn hostile.

Delivering the briefcase will spawn two super stimpaks in Bishop's inventory either way. Moore can be later turned in to Lynette as an NCR spy for 500 experience points.

Behind the scenes[]

And, finally, which part of VC was in Moore's briefcase?
(...) It was two separate things: (1) two super stimpaks should appear in Bishop's inventory after you deliver the right case (super stimpaks are valuable, no matter where you are, and Bishop's always in danger of suffering head trauma from snipers - or his family), and (2) some downloads from the VC main database - which Bishop requested from Moore, although Moore didn't realize that Bishop wanted the current roster of all VC guards so he could see if he could "get" to one of them with drugs or other "convincing."
