Decker is the most powerful crime boss in the Hub and the head of the Underground in 2161.[Non-game 1]

Background[]

Decker is the true power in the Hub, and little happens there that he is not aware of. He is outwardly calm, even placid, and quite patient; he is also quite ruthless. He possesses great intelligence and speaks in an eloquent way, contrasting with his brutish appearance.[Non-game 1] He is the leader of the Underground, the syndicate controlling a great deal of the activities in the city, legal or otherwise. However, Decker's ambition is bigger than that. He seeks to control the entirety of trade in the Hub, which would establish him as the de facto ruler of New California.

To this end, he has undertaken several endeavors. First and foremost, he established control over the Far Go Traders[1] and the Friendly Lending Company, a loanshark operation managed by Lorenzo Giovanni.[Non-game 2]

As of 2161, he is making preparations to move on the remaining forces of influence in the Hub. Daren Hightower, leader of the Water Merchants, is near the top of his list. The merchant’s refusal to cooperate with Decker's has proved a major obstacle, one that the Underground’s leader has planned to solve with a covert assassination.[2] Another threat is the Children of the Cathedral, whose presence in the city endangers Decker's interests.[3]

Decker prefers to solve matters through discrete means. Bribery is common, particularly when Justin Greene was the head of the Hub police.[4] He is also willing to let potential mercenaries leave his compound after refusing the jobs offered to them, even if they are murder, though reminds them that everything said is confidential.[5] This doesn't apply to truly crucial objectives, like dealing with the Children of the Cathedral, where the potential mercenary’s knowledge could endanger the operation.[6]

This doesn't mean that Decker is loathe to engage in violence or murder – quite the contrary. When one of the thieves contracted to carry out a heist had to run, he made the mistake of coming to Decker for reinforcements. Decker had him lobotomized as an example of what happens to those who fail him.[7] He also had the previous owner of the Maltese Falcon killed so that he could seize the restaurant,[8] and had a Brotherhood Initiate captured and tortured to get information on the Brotherhood.[Non-game 1]

Quests[]

  • Dispose of Jain, Dispose of merchant: Should the player character impress Kane, his right-hand man, Decker will offer two jobs: remove Daren Hightower, Daren's wife and his security detail, and later Jain of the Children of the Cathedral, to cripple their operations in the Hub.
  • Take down Decker: At any time during or after the above quests, he can be reported to Sheriff Greene. The player character will be asked to assist in taking him down; as expected, neither Decker nor Kane will be too pleased.

Other interactions[]

  • Sometime before 2161, Decker captured an initiate of the Brotherhood of Steel who was visiting the Hub and held him as a prisoner in Old Town, torturing him to get information on the Brotherhood of Steel.[Non-game 1] The player character can rescue the initiate as part of the Rescue Initiate from the Hub quest given by the Brotherhood.
  • Decker's death is the knell of the Underground. His absolutist control of all criminal activities within the city results in a lack of a successor. With no one to succeed him, the Hub police can subsequently eliminate any criminal elements without fear of retribution.

With an Intelligence of 1, talking to Decker becomes challenging. An Intelligence of at least 2 requires the use of Mentats.

Behind the scenes[]

  • In the Fallout film, Decker was to be named Dekker.
  • The Maltese Falcon, the name of Decker's bar, is a reference to a detective novel from 1930 of the same name, itself made into a 1941 film.
