Lieutenant Colonel Deborah A. Finch was an officer of the Defense Intelligence Agency branch located in the Switchboard before the Great War. Her primary responsibility was maintaining the facility's cover, a Slocum's Joe franchise cafe #38. Rather than attract a crowd and help obscure DIA movements that way, she tried to maintain security by driving customers away. [1]
Despite various efforts to make the place as unappealing as possible, such as cutting cleaning in half, clients refused to listen: In September 2077 traffic increased by 18%, likely due to the Mayor of Boston visiting the cafe for an informal meet-and-greet. LTC Finch resolved to drive customers away through what was called Operation Rotten Egg, to be executed in October with the General's blessing.[1]
