Daniel Bird is the Vice-President of the Enclave (the remnant of the United States government) in 2241. He was a volunteer test subject for an experimental vaccine against FEV Curling-13, but it backfried, frying his brain. Although the President remarks that his spelling ability has actually improved.
He was killed when the Enclave Oil Rig was destroyed.
[edit] Behind the scenes
Nearly all his dialog comes from absurd but real quotes from Dan Quayle. As well, one can connect his name, "Bird", to "Quayle".
