Cougar is a resident of Junktown in 2161.
Background
Cougar often refers to himself in the third person. Primarily, he is Doc Morbid's assistant, but would also serve as a bodyguard if necessary (like Flash). Not appearing particularly bright, he prefers directing any questions posed towards him to Flash.

- Blackmail Iguana Bob: As part of an optional objective, the player can kill Cougar, Morbid, Gretch, and Flash.

If he is asked any particularly tough questions, Cougar will get a "headhurt", and redirect any questions to Flash[1].
