Citizenship
From The Vault
Citizens are the most privileged inhabitants of Vault City. They may move around the city freely around the clock, trade in certain shops and enter the Vault. It is possible to become a citizen when one passes the citizenship test.
Non-citizens are only allowed into the inner city if they have a Day Pass or are Servants. Apart from Citizens, there is a number of people who live under the protection of Vault City in the courtyard.
