Ching Tsun

Ching Tsun is an engineer in Vault-Tec's Secret Vault. He is an asian man who likes to manufacture and use weapons. He asks the Initiate to bring him some junk metal parts, so he could create something new from them. He always carries a laser gun and is very proud of it. Later in the game, when the people of the Vault, who were hiding in the Garden area, start to evacuate, and the super mutants attacked, he remains in the Garden to give the people time. He killed some of the attackers, but soon was killed by a super mutant carrying an axe-like weapon.

His name could be an allusion to a character Shang Tsung from Mortal Kombat fighting series.
