The HAM Radio, located underneath the Dead Chinese Commando
The Chinese radio beacon will be added to your radio in a random location in the Wasteland depending on each game. The signal will grow stronger as you get closer to the source of the beacon - a dead Chinese Commando.
The Chinese commando carries a full set of Chinese equipment, including a Chinese pistol, Chinese officer's sword, and a dirty Chinese jumpsuit, as well as assorted medical supplies.
If you can't find the corpse, try making Dogmeat search for a weapon.

Bugs
If the player already has a given Chinese object in their inventory the Commando may spawn without that particular object in his inventory .- Sometimes the dead Chinese Commando doesn't spawn. You can still noclip underground and find the ham radio, but there will be no corpse above it.
- A workaround on the PC is to use the console command player.placeleveledactoratme a0a4c.
- There have been instances the Commando will spawn on the second story of a building, with the ham radio "floating" in plain sight near the ceiling of the floor below. This also happens on the raised highways, with the Commando on top and the radio stuck to the underside.
