Characters are the representations of persons in works of art. In the Fallout series, the term refers to the various inhabitants of the Wasteland. Characters can be divided into non-player characters (NPC) and player characters, depending on whether the characters can be directly controlled by the player.
If you count only sentient (talking) creatures as characters, then they can be humans (including dwarfs), ghouls, super mutants, robots, androids, some deathclaws, and a few results from science experiments.
