Chadwick Moore was an Interplay artist. He did not do any art for the first Fallout, but he nevertheless got a character named after him - Moore, the psyker from the Cathedral. He was also a Fallout 2 artist, and he once again got a character with his last name - Thomas Moore. Both of these characters (as well as Chad himself in Chris Avellone's Fallout Bible 9) were described as scruffy.
After leaving Interplay, Moore joined Troika Games.
