Carter is a slave of Paradise Falls. You first encounter him upon entering the establishment where you will find him trying to convince Sammy to run away with him. When Sammy refuses, he makes a run for it. His Slave Collar promptly blows his head off.

  • You first encounter Carter outside Paradise Falls along with Sammy and Forty. Why these three in particular are standing outside is unknown. Seeing how Carter is eager to run away, it can be deduced that he was unaware of the explosive nature of his Slave Collar, and that Sammy, remaining by Forty's side, knew better.
  • Shooting Carter will make all the Paradise Falls Slavers hostile towards you.
  • Carter cannot be pickpocketed.
  • His corpse cannot be looted, but it can be devoured with the Cannibal perk.

Interestingly, Carter bears a strong resemblance [Images] to Gavin Carter, lead producer of Fallout 3.

  • There is a glitch (all platforms) where Carter's head does not explode. This results with him standing still. You can't talk to him but you can kill him. This is sometimes activated when the player tries talking with Carter when he's running away, but before his slave collar detonates.
