Quartermaster Carl Mayes is a New California Republic officer stationed at Camp Forlorn Hope in the Mojave Wasteland in 2281. Usually, he can be found in the tent across from the storage shed.
Background
Short on personnel, as well as supplies, Quartermaster Carl Mayes will take any and all the help he can get. He has been in the New California Republic for a long time, and yet he believes his current station is the worst so far. Despite this, Mayes is still rather loyal to the New California Republic, and will continue to do his job, and do it right. However, because he is unable to go himself, he needs someone to go out and bring back supplies. He had already sent people to HELIOS One to see if they had any supplies they could spare, but they have not returned. Ever since the Legion took over Nelson, there has been an increased strain on Mayes, as well as the other men.

Quests
- Restoring Hope: Polatli sends the Courier to Mayes. From there, Mayes tells them how they can help Camp Forlorn Hope.
- ED-E My Love: After delivering the missing supplies to Mayes, speaking to him will activate ED-E's recording.
- Tags of our Fallen: Mayes asks the Courier to retrieve any dog tags found on dead New California Republic troopers.
