The Café of Broken Dreams is a special encounter in Fallout 2. It's a small diner out in the middle of the Wasteland containing all the different Vault Dweller models, including ones that couldn't be played; for example as a black male or a girl with red hair for the Vault Dweller.
Also, Tandi and Set from Fallout show up and spout love for the Dweller or, in Set's case, gibberish about dirt. As a special treat, Dogmeat of Fallout fame can be found here.
The cafe is a copy of Maltese Falcon in the Hub of Fallout.

- If you take all of your armor off (down to the Vault jumpsuit), you can get Dogmeat as a companion.
- If you try to kill Dogmeat, a non-player character in leather jacket named Mel appears and attacks you. This is a reference to the movie Mad Max 2: the Road Warrior and the principal actor, Mel Gibson.
Behind the scenes

The Café of Broken Dreams is most likely a reference to Harlan Ellison's "Boulevard of Broken Dreams", where the main character sees dead people from his past.
