CODE, or Challenge, Opportunity, Discipline, Ethics, is a pre-War mental conditioning program developed by the United States to defend against Chinese brainwashing technology.


CODE was originally developed at Boulder Dome as a part of brain extracting technology used to create robobrains. It functions off a machine language known as Visual Standard, which relies on optical relays to transmit data between intelligences. The CODE behavior modification technology was later used to protect soldiers and citizens against Communist brainwashing attempts, and it was also used as a tool for reconditioning soldiers and prisoners for the war effort via live-feed helmets.

CODE manifests itself as a bright white flash, and several special cameras were developed to use CODE in a battlefield setting. Victor Presper has one such camera, loaded with HALT-command punch cards. This device was used to round up prisoners to infect with New Plague, and spur ODYSSEUS, the Tibbets AI, into action.

Presper also planned to use CODE technology to brainwash the students and techs in cryosleep in Boulder, in case they rejected Presper's new world vision.


CODE was intended to appear in Van Buren, the canceled Fallout 3 from Black Isle Studios.

CODE Conditioning is mentioned in the Fallout 4 DLC, Automatron. It can be seen referenced on a terminal in the RobCo sales & service center.
