The burned bodies belong to a small settlement of wastelanders that lived in the Mojave Wasteland in 2281.
Background
They are found at the tribal village, having been killed by the Fiends' leader during the events of All Roads. They are burnt due to the leader having been equipped with a flamer, prior to Chance destroying it.

Burned bodies have a somewhat darker, reddish hue when compared to standard skin colors.
Appearances
Burned bodies appear only in Fallout: New Vegas.
Bugs
When traveling back to the Tribal Village, they will respawn alive with only a few bars of health. They can be rescued, but they are always hostile to the player, and you gain Karma for killing them. [verified]
