The Buckner House is the large building to your right when you enter Klamath. Torr is normally standing out in front of it, when not tending to his Brahmin. Whiskey Bob can be found hanging out in the bar, nursing a wounded leg.
Buckner House, along with the Golden Gecko, is what could pass as a hotel, despite appearing to only have two beds. You can buy drinks (5caps), rent a room for a night (25caps) and trade a few goodies with the Buckners. This is one of the first places you can find Leather Armor. Ardin Buckner rents the rooms while Maider Buckner tends the bar and store.
There isn't much worth stealing in the building, other than a Golden Gecko Pelt behind an easy locked door in the back.
