The origin of the signal is a ham radio in the reactor level of an operations building. It is directly to the west of the relay tower on a dam and can be recognized by its blue door. The first room of the building holds not much of interest except for a wooden crate next to the entrance, but in the back of the room is a hatch leading to the caved in reactor level behind some cardboard boxes. The ham radio can be found directly to the left in the reactor level.
