Background
The Boot Riders were a tribe that Benny took over when he won a battle of knives against their previous leader Bingo. Not much is mentioned about the tribe. You can learn more about them via dialogue with Benny, when you first meet him in the Tops Casino, or after a speech check, in the Presidential Suite. This is also when Benny first started his rivalry with Mr. House and his obsession with taking over New Vegas.
Appearances
Boot Riders as such are mentioned in Fallout: New Vegas and actually appear only as the Chairmen. The actual Boot Riders before they became the Chairmen are shown in the All Roads graphic novel.
