Located in Dunwich Building's Virulent Underchamber, in the center of a room near the second entrance back into Dunwich Building. Go down the metal stairs and into the door underneath. Travel down the hallway into the next room and then head up the stairs. Keep following the path until you reach the room with a big metal square in the floor, the bobblehead will be there, next to some empty soda bottles and tin cans.
