A blood pack is a consumable in Fallout 3.
Characteristics
Blood packs are simply packs of blood used for blood transfusions and, initially, are next to useless as healing items as they only restore 1 HP per pack. With the Hematophage perk, however, blood packs restore 20 HP. Blood packs, unlike other basic medicines and chems, have a weight of 1 lbs each.
Locations
Blood packs are often found in first aid boxes, along with stimpaks, dirty water, purified water, and RadAway. First aid boxes are commonly found in bathrooms on the interior wall next to the door. Blood packs can also be found in searchable IV stands in hospitals and clinics.

As implied by the Hematophage perk and the fact that the blood pack is readily consumable, it is drunk by the player rather than infused into the Lone Wanderer's bloodstream normally.
