Billy Creel is one of the inhabitants of Megaton in 2277.
Background
Billy was probably born and raised in the eastern parts of the Capital Wasteland, growing up scavenging the wastes, before he was picked up by the caravans. He protected the caravans until he found Maggie, whose family had been killed by raiders. He then took Maggie with him to Megaton. Upon arrival, he helped fend off a raider attack, and as a reward he was given the house of one of the citizens that was killed in the attack.
Colin Moriarty, on the other hand, has his own thoughts on Billy Creel. According to what can be found on his terminal, he suspects Billy Creel killed Maggie's parents and kept her as a "trophy," however, this is probably false, as Billy drops an ear.
The note found in Colin Moriarty's terminal describing him suggests that Billy Creel doesn't drink alcohol. Instead, he only drinks Nuka-Cola.
Relationships
Billy doesn't have any known biological family, but he considers Maggie to be his own daughter, after rescuing her from raiders. He doesn't have any enemies, but Colin Moriarty is not very fond of him.
If the Lone Wanderer maintains a good karma level, Billy is quite friendly with them.

Notes
- There are several references to Billy outside of Megaton including a terminal in the Dunwich Building, from his supposed ex-partner, and on the random encounter with the wastelander note, supposed brother.
Billy as Companion Billy has an entire script as an excellent companion and is almost as skilled as Jericho. he says such things as "whooo-eeee! now this is a fight!!" and "I'm gonna stomp you!!" and "You're goin' down, girl" and "you picked the wrong town to mess with!" and various other remarks. He is not afraid of anything and never runs away from a fight. Billy especially makes a good companion for people with high karma. the Sharing and Caring Companions group of mods makes it possible to recruit Billy, a great guy.

Billy Creel's safe combination is 15 16 23 42, a reference to the series of numbers in the TV show, Lost.
