Name's Billy Creel. You call me Billy, all right? I know Megaton looks more like a boneyard than a town, but it ain't all bad.

Billy Creel is a former scavenger, adoptive father of Maggie, and resident of Megaton in Fallout 3. He peppers his sentences with slang terms from the fifties/sixties, such as "daddy-o" or referring to people as "cats".[1][2]

Background[]

Growing up as a forager, Billy Creel eventually became a gun for hire, protecting wasteland caravans for money, then a scavenger. He was completely focused on survival, until a chance encounter in 2275 awoke his paternal instinct: Creel stopped at a small settlement up north to trade salvage in, only to realize that it was wiped out by a raider attack. He found Maggie there, hiding under a bed in the same room that her parents were killed in, and promptly took her in.[3][Non-game 1][4]

As a newly minted father, Creel journeyed south and settled in Megaton, becoming a permanent resident after he helped repulse a raider attack. One of the residents was killed in the attack, and he was promptly rewarded with their house for his contribution to the defense. However, this has also led to persistent rumors that it was his bullet, not a raider's, that claimed the original owner's life and bought him a place among the citizenry.[Non-game 1]

In general, Billy is reluctant to speak about his life before Megaton, believing he spent too much time in the wastes.[5] He considers the town to be the best thing to happen in his life, providing shelter, community, and alcohol: Everything he needs to make a life in the post-nuclear world.[6] He is a scavenger by trade now,[7][8] and part-time trader, dealing with caravans that come to Megaton and using his intimate knowledge of the caravan trail to score a good deal. However, his primary focus is Maggie, whom he tries to raise as best he can,[Non-game 2] balancing between being protective and supportive.[9] He tends to skew protective most of the time, and while he promises to teach Maggie to shoot like Lucas Simms teaches his son, he has yet to make good on his promise. As a result, Maggie is overly cautious and doesn't talk to most of her fellow Megaton residents. Jericho tops Billy's list of people not to talk to.[10][11]

He compensates for this by spoiling her when he can. Maggie loves spending time with Billy, and the prospect of a trip to Rivet City or scavenging for a bicycle to restore to working condition never fail to make her happy.[12] However, as accommodating as he is, Billy is entirely out of his depth when it comes to sexual education: Whenever Maggie asks him about boys-and-girls or how to kiss Hardin, her crush, Billy deflects the question, unable to formulate an answer. His outgoing nature turns into timidity, which both frustrates and amuses Maggie.[13]

Other relationships[]

Billy is a popular man at Megaton overall. He and Jenny Stahl have feelings for each other, making him a permanent fixture at The Brass Lantern.[Non-game 3] It helps that he's easy going and appreciates people's skills: He trusts Walter's expertise despite rumors about the water purifier being on the verge of giving up the ghost,[14] and points anyone curious about the latest news and gossip to Manya Vargas, hands-down the best informed person in Megaton.[15][16]

There's one exception: Colin Moriarty hates Creel, and considers his fatherly facade to be nothing more than a fraud. Although he has no concrete evidence, Moriarty believes that Creel actually killed Maggie's parents and took her as a sort of trophy. He also despises Creel's love of Nuka-Cola, at the expense of hard liquor.[17] Given the number of Nuka-Cola bottles inside Creel's home, his relationship with the soft drink might go beyond a simple liking.

Billy Creel: "Sorry, man. I haven't seen any cats like that roll through here."
    (Billy Creel's dialogue)
  3. The Lone Wanderer: "I'm sorry... Who's Maggie?"
Billy Creel: "Oh! Sorry, I guess I got ahead of myself, huh? Maggie's nine, sweetest little girl you'd ever care to meet. We take care of each other. I ain't never had a daughter, but if I did, I'd want her to be Maggie. I took her in when her parents got killed by Raiders. That was two years ago. It was a pretty bad scene. Small settlement up north. I'd stopped in to trade some salvage, and the whole place had been wiped out. I found Maggie hiding under a bed, in the same room where her parents had been butchered. We've been together ever since."
    (Billy Creel's dialogue)
  4. The Lone Wanderer: "Who takes care of you?"
Maggie: "Billy does! Have you met Billy... Billy Creel? A long, long time ago, he saved me from Raiders! They... killed my real parents. But Billy showed up before they got me, and now he's like my daddy... sort of..."
    (Maggie's dialogue)
  5. The Lone Wanderer: "Know anything about the area outside Megaton?"
Billy Creel: "All I know is that I spent too much time out there and beyond that, I ain't gonna talk about it."
    (Billy Creel's dialogue)
  6. The Lone Wanderer: "What can you tell me about Megaton?"
Billy Creel: "Megaton is the best little town you'll find in the Capital Wasteland. Don't let anyone tell you different. Strong walls, strong people, and strong booze. We've got everything you need to make a life these days. Megaton is the best little town in the Wasteland. Don't let anyone tell you different."
    (Billy Creel's dialogue)
  7. Billy Creel: "Hooo weee! Look at you! Now I haven't seen one of those Vault jumpsuits in, wow, a LONG time. Pretty damn good condition, too! Name's Billy Creel. You call me Billy, all right? I know Megaton looks more like a boneyard than a town, but it ain't all bad. Take me and Maggie, for instance. We make do just fine. I trade the stuff I scavenge, and she helps keep me on the straight and narrow. He he he."
    (Billy Creel's dialogue)
  8. Billy Creel: "Well hot damn! Someone new! Always a pleasure!
  9. The Lone Wanderer: "What do you do around here?"
Billy Creel: "Me? I deal with the caravan suppliers. I used to ride with those guys, so they cut me some good deals. Helps keep the town supplied. But more importantly, I take care of Maggie. Of course, she's getting' a little old to have Billy lookin' over her shoulder all the time..."
    (Billy Creel's dialogue)
  10. The Lone Wanderer: "Who else is around town?"
Maggie: "I don't talk to most of them. Billy says that I have to be careful, even when people seem nice. And I'm especially not allowed to talk to Mr. Jericho. I usually play with Harden most days, when his dad isn't taking him out to learn to shoot or something. Billy says that he's going to teach me to shoot one day too!"
    (Maggie's dialogue)
  11. Maggie: "I probably shouldn't be talking to you. Billy says I get too friendly with people I don't know. He says it's dangerous."
    (Maggie's dialogue)
  12. Maggie: "Yeah, Billy?" or "Yes, Billy?"
Billy Creel: "Well, I was thinkin', Sweetie Pie... Sometime soon, we should take a trip. Just you and me. Maybe visit Rivet City or somethin'. Would you like that?" or "You know, I got to thinkin'. You and I should do some scavengin' sometime soon. See, we find us an old bike, and get Moira to help us fix her up!"
Maggie: "Oh yes! Please, please, please! Can we Billy? We could have so much fun. More fun than we could in Megaton, that's for sure!" or "You mean it? Oh Billy, thank you! Thank you so much! I can't wait!"
Billy Creel: "Ha ha! I just love seeing you happy, sweetheart." or "Well all right then! It's settled! I'll set my affairs in order, as they say, and we'll sit down and plan this thing out."
    (Maggie's and Billy Creel's dialogue)
  13. Billy Creel: "For you, sweetheart, anything. What do you need?" or "Anything for you, honey?"
Maggie: "You said we could have that talk sometime. You know. About boys. I'm ready! I'm ready now! There's some stuff I need to know. Like, really bad." or "It's about Harden. I think I want to... kiss him. But I don't know if I should. Well, I think I should, but I don't really know HOW. What should..."
Billy Creel: "Whoa! Whoa now, honeybun! Let's ah... Let's slow down a little, okay? You got a lot of time left before that stuff is important. All right?" or "Oh! Well... Well, now, you know Maggie sweetheart that boys and girls, umm... Aw hell, girl, can't you talk to Moira about this stuff?"
Maggie: "*Sigh* All right, Billy. But you can't avoid the subject forever, you know..." or "Geez, Billy, you're so timid with this stuff. I won't be a kid forever, you know."
    (Maggie's and Billy Creel's dialogue)
  14. The Lone Wanderer: "What's the word around town?"
Billy Creel: "People've been sayin' that there's somethin' wrong with the water purifier. But Ol' Walter's been keepin' that thing runnin' for decades. I'm not worried. No reason it'd pick now to go down for good... would it?"
    (Billy Creel's dialogue)
  15. The Lone Wanderer: "What's the word around town?"
Billy Creel: "I couldn't tell you, really. I'd talk to Manya if you care that much. She's lived in Megaton longer than anyone."
    (Billy Creel's dialogue)
  16. The Lone Wanderer: "What's the word around town?"
Billy Creel: "It used to be that you could ask Manya just about anything. Now that she's gone, I don't know what to tell you..."
    (Billy Creel's dialogue)

    "Billy Creel:
Billy grew up foraging in the Wasteland and was eventually hired on to protect caravans. Life was nothing but profit and survival until he came across Maggie. After killing the raiders who had massacred Maggie's parents, he took her under his wing. He brought Maggie to Megaton and helped fend off a Raider attack. He was given the house of a settler who was shot in the attack. There are a few around town who say that Billy was the one behind the bullet that bought him his place in Megaton."

    "Maggie:
Billy Creel took in Maggie at the age of 3 (she is now 12) and brought her to Megaton. Maggie remembers nothing of her life before Megaton. A Megaton resident caught a bullet in a Raider attack and Billy was given the man's house. He's been in Megaton even since, raising Maggie as well as you can expect from a carefree Wasteland adventurer, even telling her the combination to his lost safe. Of course, there are a few around town who say that Billy was the one behind that bullet that bought him his place in Megaton...."

    "Jenny Stahl:
Jenny, 24, is the balancing force between her polar-opposite brothers. She very much has eyes for Billy Creel and he for her, which is why Billy often comes to the restaurant to eat. Like her brothers, Jenny was born in Megaton in the days before the fence. She took over the restaurant with her brothers when her father died."
