Background
Billy is an unattractive man[1] with one tooth, hence his nickname. He is a patron of the Hole, he likes porn and looks for people to pick up for sex.

Behind the scenes
If his dialog is carefully read, one can see that he makes fun of developer David Hendee. If a female has bad sex with him, he will kick her out of the room and finish the job himself while saying "Looks like I'm going to getting Handy again", he also mentions Dave's "porn wing". This jokingly suggests Dave Handy (Hendee) likes porn and playing with himself.
