Billy was a friend of a trapped wastelander inside the Dunwich Building.
Background[]
Billy was meant to bring his friend frag grenades and ammunition after they became trapped inside the Dunwich Building.[1] However, Billy never reached his friend, as he died shortly after re-entering the building. His skeleton can be found next to a ammunition box and a grenade box down the corridor from the entrance of the Dunwich Building.[Non-game 1][Note 1]

- ↑ Page 378 of the Fallout 3 Official Game Guide Game of the Year Edition utilizes a map of the Dunwich Building, which has the location of the skeleton marked with a label that says "Billy the skeleton", and the unnamed author of a terminal entry found deeper in the building states they had sent Billy to get more ammunition.
