Bill Seward gets his name from Abraham Lincoln's Secretary of State, [http://en.wikipedia.org/wiki/William_H._Seward William Seward].
Bill Seward closely resembles both physically and in name real-life author [[wikipedia:William S. Burroughs|William Seward Burroughs II]]. Seward also mentions killing a little girl by accident and running away, which parallels Burroughs' accidental murder of his common law wife during a drunken game of William Tell.
 
 
However, he is most likely a reference to Abraham Lincoln's Secretary of State, [http://en.wikipedia.org/wiki/William_H._Seward William Seward], whom he also bears a striking resemblance to. Given the quest, and the prevalence of Lincoln in it's storyline, this is who he is probably named after.

Bill Seward is a 54-year old[1] runaway slave in the Temple of the Union in 2277.

Background

Bill Seward spent the majority of his life as a slave, but escaped when he accidentally killed his masters daughter. After escaping he eventually found Temple of the Union where he now resides.

Interactions with the player character

Bill Seward is one of the slaves the PC will be helping during the Head of State quest.
