Bill Seward appears only in Fallout 3.

Bill Seward closely resembles both physically and in name real-life author William Seward Burroughs II. Seward also mentions killing a little girl by accident and running away, which parallels Burroughs' accidental murder of his common law wife during a drunken game of William Tell.
However, he is most likely a reference to Abraham Lincoln's Secretary of State, William Seward, whom he also bears a striking resemblance to. Given the quest, and the prevalence of Lincoln in it's storyline, this is who he is probably named after.
Despite being a free man, the majority of Seward's life was spent as a slave. This may explain why he addresses the Lone Wanderer constantly as "Sir" or "Ma'am", as he may not be used to addressing people as equals.
Bill Seward will randomly start clapping in front of the Lincoln Memorial for no reason. Also when shot at he just talks rather than being hurt or becoming hostile.
