Four floors with narrow winding stairs. Top floor has one room with an exit to Beacon Hill.
Notable loot
- Bottlecap mine on top floor of building (not the roof), in the bathroom in the shower next to the toilet.
- Overdue book on the top floor, in the room with an exit to the roof.

There is a cut map marker named "Tower Apartments" that places the player at this location, but it is never seen in-game.
