Very little is known about this character, as the Chosen One was not given the opportunity to speak to him in great detail. He was present during the NCR-Enclave War as the Enclave's leading commandant at forward base Navarro. The base commander has the tanker FOB stored in his locker.

- The base commander challenges the Chosen One to show papers authorizing him to be at Navarro as he does not recognize him. The Chosen One may also pass a speech check with the guard outside his office under the guise of preforming cleaning duties in order to gain access to her office.
