The barking man is a cut character from Fallout 2. He was to appear in New Reno; he displays autistic symptoms.
Interactions with the player character
The Chosen One would have been able to cure the barking mans's autism by learning a code phrase within the (cut) EPA location. The reward for completing this quest was described as being "minor".
Location
He could be found in the ruined building oppossite of the Desperado.
Appearances
The barking man does not appear in any of the Fallout games, but was to appear in Fallout 2; he is referenced in Fallout Bible 6 and the EPA design document.
Behind the scenes
The barking man was held over for Planescape: Torment, another game that Fallout 2 developer Chris Avellone played a major role in creating.
