Autodoc Lowered Hit Points II is a Fallout 2 perk.
This is a special perk, so it cannot be taken at new levels like other perks. It can be obtained only by using the Auto-Doc in the Vault City courtyard, then selecting the option to 'ride again'. This lowers your health by 4 points. You need an Intelligence of 3 or lower to ask the Auto-Doc to do this.
