Ashley Cheng is the production director at Bethesda Softworks. His job is to coordinate all the production efforts of Bethesda's internal development across all the various projects they're working on, including Fallout 3.

It is likely that two characters from Tenpenny Tower, Irving Cheng and his wife, as well as Chairman Cheng, the leader of China before the Great War, are a reference to Ashley Cheng.
