Arkansas is an elderly, revenge-driven sniper, who lives in Minefield in 2277.
Background
The last of the military survivors who made Minefield their town, Arkansas was a small boy when the slavers first came and captured nearly all of the tribe, but they never found him. Swearing revenge, he spread rumors of a new band of inhabitants and set a trap for the slavers. When the slavers came to raid the town again, they were harried by a hidden sniper and decimated by landmines. The slavers took heavy losses that day and never came back. Now an old man, Arkansas still shuffles around this place.[1]
Daily schedule
Aside from targeting inanimate objects near the player, he will fire - from his perch in a three-story building at the north end of town - upon the vehicles scattered about the area, causing them to explode, when the player character approaches.

Quests
- Strictly Business: Arkansas is one of the four VIP targets you need to enslave for Grouse.
- The Wasteland Survival Guide: Arkansas guards Minefield and will effectively try to stop you from reaching the playground. The cars (and some other objects) are surrounded by a trap script that tells Arkansas to shoot at them when you approach, regardless of his disposition towards you or if you are hidden.

Notes
- If Arkansas is captured for the Strictly Business quest, and the player later releases Arkansas, Arkansas will turn hostile to everyone except the player. This includes other slaves. (If you have killed or freed everyone else, he will kill Breadbox since he won't leave.) As such, it is recommended that Arkansas be the last to be released or talk to him quickly and release him as soon as possible, before he leaves Minefield, if at all. If you talk to him after being released he will say he is heading to the Temple of the Union, which helps escaped slaves. After being released he will return to Minefield and be non-hostile towards the player and companions (but still hostile to temporary companions), although he will still shoot at the cars you walk past in Minefield.
- If you have a follower, Arkansas will shoot him or her whether he is hostile towards the player or not.
