Anthony Ling runs a clothing store called New Urban Apparel in Tenpenny Tower in 2277.

The owner of New Urban Apparel, he sells all manner of clothing items to the residents of Tenpenny Tower. His selection is unmatched in the entire D.C. wasteland, and he's particularly proud of the excellent condition prewar items he has managed to salvage throughout the years.[1]
[edit] Interactions with the player character
The PC can buy anything the he has for sale when talking to him.
Convincing Anthony Ling to allow Ghouls to live in the tower is one of the options in the quest Tenpenny Tower. He is the most difficult to convince, and requires the highest speech ability. Killing him works as well so as long as the player isn't caught. Wearing clothes or using items which can increase Charisma before speaking with him will improve the likelihood of success.
Another way of "convincing" him to let the ghouls into the Tenpenny Tower is to rob his safe and trying to talk to him thereafter. He will inform the player that he is frustrated that Tenpenny Tower isn't as safe as he thought it was and will leave, eliminating him as an obstacle to letting the ghouls live in the tower. He will be replaced by the ghoul Bessie Lynn if you eliminate him or get him to leave.

- Anthony Ling can vanish from Tenpenny Tower if you have robbed him before trying to convince him to live with Ghouls, but after talking to Mr. Tenpenny he will be noted as convinced and you can receive the payment.

Anthony Ling only appears in Fallout 3.
[edit] Bugs
- Sometimes when waiting hours at a time in front of him he will pass out, and acts as a dead body. He gets up shortly like he blacked out, but this is still odd.
- Occasionally, he can be found wandering around the areas of Vault 101 and (blown-up) Megaton. The Player can speak to him and he will act as if he is in Tenpenny Tower.
- If he decides to leave Tenpenny Tower, he supposedly heads out to Megaton and can be found outside the main gate causing tremendous graphics lag for some reason. Scaring him away or doing him in, however, instantly removes his effect on performance. Same goes for Lydia Montenegro.
