Doctor Albert Leris was the Vault 106 Overseer.

According to the Vault-Tec terminal in the Citadel, he was also a member of the psychological research department. He supervised an experiment involving the release of psychoactive drugs causing disorientation and aggression of the residents into the air filtration system of the vault.
AppearancesEdit
This character is mentioned in Fallout 3 but does not make an appearance in the game. When first entering the Overseer's Control room the screen will have the blue tint and the Overseer will appear as a mirage, however this is not Vault 106's Overseer, but Vault 101's (as he's wearing a Vault 101 jumpsuit).
