Background
According to a terminal entry, as the manager of the plant, Rothchild had to deal with a lack of funding for safety protocols, and is afraid of the consequences in case of a failure on the local water supply.
Rothchild is requesting more funding from his commander Devlin, who's ignored these requests as they're in the middle of the Sino-American War.
