A. Ron Meyers is the self-styled captain of the PMV Valdez anchored in the San Francisco harbor. Previously he was a Navarro technician working for the Enclave, but deserted after he realized that the Enclave wasn't the United States he was fighting for, rather, the "rich old bastards who didn't want to give up their power". He chose the punks of the tanker for their honesty and clear hierarchy (or rather lack thereof).
Interestingly, his dialogue seems to indicate that he wasn't ever on the Oil Rig, meaning that the Enclave must have other mainland bases and settlements other than Navarro.
