Locations
Edit
Shotgun shells seem to be found in almost every container possible. They can be found mostly in filing cabinets, Enclave crates, and are rarely found in desks. Almost every merchant has a good supply of shells, even scavengers and junk traders sometimes may have them in their inventory. The average amount you will find inside random containers is around 10, while the Scrounger perk will grant you up to 46 shells in case of high-leveled ammunition boxes. Also, gore bags are a useful but somewhat rare ammunition source, giving you good amounts of ammunition (average 24, up to 60 with the Scrounger perk). If you get around Evergreen Mills, Smiling Jack in the bazaar will have around 70 of them in his inventory, if you want to steal some ammunition with no Karma loss.
